I'm running APRS+SA using a Kenwood TM-D700. (we live in southern, southern New Mexico) Unproto=APS224, VIA=RELAY,Wide3-3, Alias=RELAY, TNC=initVHF.TNC.
The Question: While watching the TNC screen I never see where and of the packets are relaying via my digapeter. Is this normal or do I have something not setup right.

Bob. Not sure if this is the issue or not, but if you are using a D-700 with a computer, you need to be using the TNC Packet setting, and not the TNC APRS setting in the radio I believe. The TNC APRS setting on the D-700 reverts to the internal APRS software in the radio. The TNC Packet setting allows it to work with packet programs, other APRS software etc.
Also, I am not sure about the initVHF.TNC You might try initTHD7.TNC, as it may or may not be a little closer to the TNC initializaiton you need.
I have had mixed luck myself using the internal TNC in the D-700 for normal packet. It is not the most robust thing in the world, but it works great mobile in the APRS mode. When I use my D-700 with anything like a computer of PDA, I finally got to where I just connected a KPC3+ to it.
