If you're looking for Xastir, it can be found on SourceForge, at http://sourceforge.net/projects/xastir/.
Xastir is a free, open-source program. This means you get the source code and have to compile it yourself, most of the time. The most difficult portion of this job is gathering all the pieces necessary to support the options you want to include, such as support for using just about any picture as a map, or TIGER data maps, or ???
It is intended for Linux, BSD, and similar operating systems, although it can be run on Windows through the use of a Linux compatibility library (also open source, instructions in a readme file). Signed Jeff Brenton KA9VNV

Yes, when you're new to moving-target systems like Xastir, the number of versions can be a problem...
In this case, there are two versions, but three archives:
xastir-development is the latest version, short of doing your own connection to the version control system to do hourly (at times) updates.
xastir-stable is the latest version judged to be "stable", i.e., no major things to bite people who want to run Xastir.
xastir-miscellaneous is a collection of support files, from what I read, that are common to both the stable and development versions. However, you don't need these files to run the minimul Xastir. |

... almost everyone does, try using your package manager to install Xastir. This works for modern versions of Fedora:
yum install xastir Signed Jeff Brenton KA9VNV
